March 2nd Mayor And Council Meeting Notes

The Dalton Mayor and Council met on Monday night for their first of three scheduled sessions in March. Mayor Pro Tem Tyree Goodlett presided over the meeting in the absence of Mayor Annalee Sams.

During the public comment period, two Dalton residents rose to address the need for a public bathroom facility on the Mill Line Trail. The trail opened in March 2024, connecting the old Eagle Walk Trial with the Haig Mill Park Trail via a new paved pathway along Mill Creek. Currently, the only bathrooms available along the trail system are at Haig Mill Lake Park, and there are no restrooms along the Mill Line Trail itself. Dalton residents Brooke Lee and Dee Goodwin both addressed the City Council to ask for either a temporary or permanent restroom facility for the Mill Line. Both women told the Council that the lack of restrooms is causing people to go in the woods or along the tree line, and often they leave behind tissues or other items which litter the path. City Administrator Andrew Parker told the Council that City staff would look into developing a temporary solution. Parker also told the Council that as part of the planning for the Phase 2 extension of the trail, the City has been studying options for a permanent restroom facility, but because of the flood plain of Mill Creek, it's a challenge to find a suitable location on land that the City controls. During Monday night's meeting, the Council voted to:
- Approve three new alcoholic beverage license applications - The new alcoholic beverage license applications for the Marathon gas station at 2201 Chattanooga Road (package beer, wine for retail store), El Costeno Hardware at 1101 New Doris Street (package beer for retail store), and Dalton Food and Tobacco at 601 N. Glenwood Avenue (package beer and wine for retail store) were each approved by a 3-0 vote of the City Council (Mayor Sams, who typically only votes in the event of a tie, was not present and the Ward 2 seat is vacant). - Approve the release of a lien on the old Masonic Lodge property on Hamilton Street - The City of Dalton performed the demolition of the old Masonic Lodge building at 600 S. Hamilton Street last year as part of a demolition agreement with the trustees of the property. The building had fallen into severe disrepair and was removed under the City's demolition assistance program. A lien was placed on the property pending reimbursement of the cost of the work performed, which the trustees have paid. Resolution 26-05 releases the lien on the property. - Approve a property maintenance lease with Kenneth Robertson for land at the Dalton Municipal Airport - The airport previously had a grazing lease with Kenneth Robertson to use certain areas of airport property for animal grazing in exchange for keeping those areas mowed and maintained. This new lease removes 50 acres of land on the northern end of the airport from that lease and adds approximately 60 acres of land on the southern end of the airport to that lease. to view the lease, click here. - Approve a property maintenance lease for Luis Magana for land at the Dalton Municipal Airport - This lease allows Luis Magana to take over the 50 acres of land released by Kenneth Robertson from his previous lease. The agreement allows Magana to use the land for animal grazing in exchange for keeping the property mowed and maintained. To view the lease, click here. The Council voted 3-0 to approve the lease. The next Mayor and Council meeting will be Monday, March 16th at 6:00 pm in the Raymond A. Elrod Council Chambers at City Hall. The Council will also meet on Monday, March 30th at 6:00 pm instead of April 6th as would have usually occurred. The schedule change will allow City staff with kids in local schools to enjoy their spring break.
