Service Delivery Agreement Committee

The Service Delivery Agreement Committee was created in 2007 to oversee negotiations with the Whitfield County Commission on the creation of Service Delivery Agreements between the City and County. The Service Delivery Agreement Committee is also responsible for fulfilling Public Works LOST Agreements. 

Georgia law requires cities and counties to negotiate new service delivery agreements every 10 years with the goal of avoiding service duplication and double taxation for services. The Service Delivery Agreement is actually approximately 40 separate agreements delineating which government will provide which service to residents in their geographic boundaries including police patrol, historic preservation, zoning, etc. The City of Dalton, Whitfield County, City of Tunnel Hill, City of Varnell, and the Town of Cohutta are all parties to the various agreements. 

Mayor Annalee Sams and City Administrator Andrew Parker are part of the Service Delivery Agreement Committee.
